Vietnam to Prioritize Three Strategic Technology Groups for Rollout in 2025, Deputy PM Announces

Hanoi, October 1, 2025 – Deputy Prime Minister Nguyen Chi Dung has affirmed governmental commitment to prioritize and expedite the implementation of three strategic technology groups in 2025. At a high-level meeting held on September 30, 2025, with representatives from ministries, agencies, and the business sector, Deputy PM Dung underscored the urgency of accelerating innovation and technological advancement as central to Vietnam’s development agenda.

Immediate Focus on Three Key Technology Groups

The three strategic technology groups selected for immediate rollout this year are:

  1. Artificial Intelligence Technologies – including a large language model coupled with a Vietnamese virtual assistant, an edge-processing AI camera, and autonomous mobile robots.
  2. 5G Mobile Network Systems and Devices – aimed at enhancing communication infrastructure and enabling next-generation connectivity.
  3. Blockchain Technologies – focusing on blockchain network infrastructure and application layers to support traceability and digital asset management.

These focus areas were proposed by the Ministry of Science and Technology and subsequently submitted to the Prime Minister and Deputy Prime Minister for approval, following a directive issued by Deputy PM Nguyen Chi Dung during a meeting on September 9. ### Calls for Detailed Implementation Plans and Policy Support

Deputy PM Nguyen Chi Dung has requested that a comprehensive and detailed plan covering all 11 strategic technology groups be finalized by December 31, 2025, while the implementation plan for the three prioritized technology groups should be completed by October 30. He urged all relevant ministries and agencies to play an active role in proposing specific projects and to develop appropriate controlled-policy experimentation mechanisms. These policies are intended to cultivate an ecosystem that attracts Vietnamese technology companies as well as domestic and international talents to contribute to the country’s technological growth.

Emphasis on International Cooperation and Best Practices

Highlighting the significance of international collaboration, Deputy PM Dung stressed the need for Vietnam to learn from and incorporate global best practices and experiences. Strengthening partnerships with international research entities and technology organizations is seen as a strategic approach to accelerating the nation’s science and technology development.

Broader Science and Technology Development Agenda

This initiative is part of Vietnam’s broader push to modernize its technology landscape, as reflected in ongoing efforts to reform its legal framework and promote strategic technologies across sectors. Recent government calls, including those involving the World Intellectual Property Organization (WIPO), align with the push to elevate science, technology, and innovation as key drivers of economic growth.
