White House Issues Executive Order to Promote Export of American AI Technology Stack
Washington, D.C., July 23, 2025 — In a significant move to cement the United States’ leadership in artificial intelligence (AI), President Donald J. Trump signed an executive order today aimed at promoting the export of the full American AI technology stack. Recognizing AI as a critical pillar for future economic growth, national security, and global competitiveness, this directive seeks to foster a coordinated national effort to expand the global footprint of U.S.-origin AI technologies.
Purpose and Policy
The executive order underscores AI’s strategic importance, emphasizing the need for the United States not only to pioneer developments in general-purpose and frontier AI capabilities but also to ensure that American AI standards and governance models gain worldwide adoption. The overarching policy objective is to preserve and extend American leadership in AI, while reducing international reliance on AI technologies developed by adversarial nations by facilitating the global deployment of U.S.-origin AI solutions.
Creation of the American AI Exports Program
A centerpiece of the order is the establishment of the American AI Exports Program, which the Secretary of Commerce, in partnership with the Secretary of State and the Director of the Office of Science and Technology Policy (OSTP), is mandated to create within 90 days. This program is designed to identify and support development and deployment of comprehensive U.S. AI export packages.
The order calls for a public request for proposals from industry-led consortia interested in participating in the program. Proposals must include full-stack AI technology packages encompassing AI-optimized computer hardware (such as chips and servers), data center infrastructure, data pipelines, AI models, cybersecurity measures, and targeted AI applications in sectors like education, healthcare, agriculture, and transportation. Applicants must also specify export target countries or regions, describe their operational business models for infrastructure management, identify necessary federal incentives, and ensure compliance with all relevant U.S. export controls and regulations.
Submissions will be accepted on a rolling basis following the issuance of the public call for proposals, with selected proposals deemed “priority AI export packages.” These priority packages will receive government support to facilitate their international deployment.
Mobilization of Federal Financing and Coordination
The executive order activates the Economic Diplomacy Action Group (EDAG), chaired by the Secretary of State, to coordinate the mobilization of federal financing tools in support of these priority AI export packages. This group works in concert with the Secretary of Commerce, the U.S. Trade Representative, and relevant federal agencies.
The Secretary of State, alongside EDAG, will spearhead a unified federal government strategy to promote American AI exports globally. This includes aligning technical, financial, and diplomatic resources; engaging in multilateral partnerships; supporting partner nations to build pro-innovation regulatory environments; and addressing market access challenges.
To further advance investment in AI technologies and infrastructure, the Small Business Administration’s Office of Investment and Innovation is tasked with facilitating support for U.S. small businesses contributing to AI development and manufacturing.
Federal resources available to support the program may include direct loans, loan guarantees, equity investments, political risk insurance, credit guarantees, technical assistance, and feasibility studies, all used to the fullest extent permitted by law.
Implementation and Legal Provisions
The executive order stipulates that it will be carried out in accordance with existing laws and budgetary constraints, without altering the legal authorities of executive departments or agencies. It does not create any enforceable legal rights or benefits.
The Department of Commerce will bear the costs associated with the publication of this directive.
