Ukraine Launches Arms Export Initiative to Capitalize on Wartime Technology Boom

Kyiv, February 9, 2026 — Ukraine is opening up the export of its domestically produced weapons, a move announced by President Volodymyr Zelenskiy, aimed at leveraging the country’s wartime technological advancements against Russia to generate much-needed revenue. The decision comes as Ukraine’s defense sector experiences a significant boom fueled by the ongoing conflict and increased demand for advanced military equipment.

Wartime Innovation Spurs Defense Sector Growth

Since the onset of Russia’s 2022 invasion, Ukraine’s defense industry has expanded rapidly. Industry associations estimate Ukraine hosts over 1,000 arms and military equipment manufacturers, predominantly small, privately owned enterprises that have emerged in response to the war. These companies have been rapidly developing new weapon systems and countermeasures to address evolving battlefield threats.

However, the rapid growth of the defense sector has outpaced the Ukrainian government’s capacity to procure domestically made products, prompting Kyiv to seek financial support from its international allies. By opening weapons exports, Ukraine aims to tap into the historic surge in European defense spending, driven by the largest conflict on the continent since World War II.

Establishment of Export Centers and Focus on Drone Technology

President Zelenskiy revealed plans to open 10 “export centres” across Europe in 2026 to facilitate sales of Ukrainian weapons. Among the key products set for export are combat drones, also known as unmanned aerial vehicles (UAVs), which have become central to modern warfare.

“Today, Europe’s security is built on technology and drones,” Zelenskiy emphasized, adding, “All of this will be based largely on Ukrainian technology and Ukrainian specialists.”

Ukrainian wartime experience and innovative technologies have attracted strong interest from allied nations, many of which are eager to strengthen their own defense capabilities after years of underinvestment.

Challenges and Opportunities for Ukrainian Arms Manufacturers

Historically, Ukrainian arms producers have faced restrictions on exporting their products, hindered by bureaucratic procurement rules that capped profits and limited capital for expansion and product development. This regulatory environment has constrained their ability to meet growing international interest.

To overcome these challenges, Ukraine is broadening production efforts through international partnerships. Zelenskiy noted that production of Ukrainian drones is set to commence in Germany this month under new joint initiatives, complementing existing manufacturing collaborations in the United Kingdom.

Drones and Electronic Warfare Systems Drive International Demand

Ihor Fedirko, CEO of the Ukrainian Council of Defence Industry, highlighted to Reuters that international buyers are particularly interested in drones and electronic warfare systems capable of jamming enemy UAV control signals. Among the most sought-after technologies are seaborne drones, UAVs designed to drop small bombs, drones that intercept other UAVs, and those operating on fiber-optic cables to prevent signal jamming.

Since 2022, drones have revolutionized the conflict in Ukraine, evolving from limited use to widespread deployment with millions produced annually by both sides. The 2025 Ukrainian state budget allocates approximately 775 billion hryvnias (around $18 billion) to domestically produced drones, supplemented by allied financial support.

UAVs now conduct the majority of strikes against enemy targets, creating highly dangerous zones along the frontlines where exposure to drone surveillance or attack can be fatal.

Looking Ahead: Ukraine’s Role in European Defense

Amid heightened tensions in Europe, Ukraine’s advancements in drone technology and electronic warfare are poised to play a crucial role in continental security. By formalizing arms exports and increasing production through international partnerships, Kyiv aims to sustain its defense industry growth while contributing valuable battlefield-tested technology to its allies.

This export initiative not only promises economic benefits for Ukraine’s defense sector but also enhances collective security in Europe by equipping partner nations with cutting-edge tools forged in one of the most intense conflicts of the 21st century.
