Hong Kong to Lead Empowerment in Mediation Through Inclusive Technology
HONG KONG, July 5, 2025 (Xinhua) — The Hong Kong Special Administrative Region (HKSAR) government is actively advancing the integration of cutting-edge legal technology to revolutionize the field of dispute resolution. At an international law colloquium held Friday in Hong Kong, HKSAR Chief Executive John Lee emphasized the city’s commitment to leveraging online dispute resolution platforms and artificial intelligence (AI) in legal processes.
Hong Kong’s Role in Mediation Innovation
Chief Executive Lee highlighted the pivotal role of the International Organization for Mediation (IOMed), which is headquartered in Hong Kong. Established with the goal of resolving international disputes through mutual respect and understanding, IOMed represents a significant milestone in fostering global peace through innovative mediation efforts.
Strategic Advantages Under “One Country, Two Systems”
Cui Jianchun, commissioner of the Ministry of Foreign Affairs in the HKSAR, underscored Hong Kong’s unique advantages under the “one country, two systems” framework. Featuring an internationally aligned financial and legal system coupled with a highly specialized workforce, Hong Kong is uniquely positioned to contribute constructively to shaping AI-related ethical norms, regulatory policies, and legal practices worldwide.
Inclusive Multilateralism and Technology
Kamalinne Pinitpuvadol, secretary-general of the Asian-African Legal Consultative Organization, praised IOMed’s pioneering efforts. He noted that the Hong Kong-based organization is emerging as a new pillar in peaceful dispute resolution, promoting a model of inclusive multilateralism that invites participation across diverse international stakeholders.
IOMed’s innovative approach includes leveraging multilingual AI systems and real-time collaborative digital platforms, allowing for more accessible and inclusive mediation processes. These technologies are designed to empower parties involved in disputes by overcoming language barriers and enhancing communication efficiency.
Annual Colloquium on International Law
The event convened legal experts, government officials, institutional leaders, and scholars from around the world to commemorate the 80th anniversary of the United Nations. Discussions focused on the transformative impact of technology, particularly AI, on international law and the global legal order.
The Hong Kong colloquium underscored the city’s ambition to distinguish itself as a hub for future-facing legal solutions that marry tradition with innovation. By embracing AI and sophisticated online dispute resolution systems, Hong Kong aims to lead a new era of empowered mediation — one that fosters greater inclusivity, efficiency, and harmony in resolving international conflicts.
