Nokia Announces Leadership Restructuring and Establishment of Technology and AI and Corporate Development Organizations
Espoo, Finland – September 17, 2025 — Nokia Corporation has unveiled a significant reshaping of its leadership team alongside the formation of two new organizational units: the Technology and AI Organization (TAO) and the Corporate Development Organization (CDO). These strategic changes, effective October 1, 2025, aim to enhance Nokia’s innovation capabilities in technology, improve support for business development, and create more focused operational divisions to drive future growth.
New Organizational Structures to Accelerate Innovation and Growth
Nokia’s President and CEO, Justin Hotard, highlighted the rationale behind the restructuring, emphasizing the critical role of artificial intelligence (AI) and technology innovation in the upcoming age described as the "AI supercycle." He explained, “To succeed in the AI supercycle, we need to focus on where we can drive differentiation through our core technologies, strengthen our capabilities in security and AI, and maximize the value of partnerships in our ecosystem."
The newly formed Technology and AI Organization will consolidate several core technology groups, including Nokia Bell Labs, Technology and AI Leadership, and Group Security. This strategic integration is designed to sharpen Nokia’s focus on advancing AI and security capabilities alongside its foundational technologies.
Meanwhile, the Corporate Development Organization will unify corporate development efforts, encompassing strategic partnerships, mergers and acquisitions, incubation projects, and Nokia’s investment unit, NGP Capital. This organization is intended to accelerate Nokia’s strategy evolution and execution in concert with its businesses.
New Leadership Appointments
Driving the Technology and AI Organization will be Pallavi Mahajan, who joins Nokia as Chief Technology and AI Officer. Mahajan brings a wealth of experience from leading roles at industry giants such as Intel, Hewlett Packard Enterprise (HPE), and Juniper Networks. At Intel, she most recently served as Corporate Vice President and General Manager of the Data Center and AI Software Group, spearheading innovation at the convergence of networking, mobility, cloud, edge, and AI technologies. Her leadership has been pivotal in scaling multi-billion-dollar product portfolios, and she is recognized for her expertise in AI and mobile-edge computing.
Konstanty Owczarek will lead the Corporate Development Organization as Chief Corporate Development Officer. Owczarek’s background includes executive leadership in corporate strategy and development, with significant experience in investment banking, strategy, and managing transformative pivots such as Generative AI within HPE’s High Performance Compute, AI & Labs business. His prior roles also include Head of Strategy and Innovation for AIG’s Life and Retirement business, bringing a broad spectrum of knowledge across finance and corporate innovation.

Departure of Nishant Batra
Concomitant with these changes, Nishant Batra has announced his decision to step down as Chief Strategy and Technology Officer and depart from the Group Leadership Team, effective September 30, 2025. During his five-year tenure, Batra notably led the transformation of Nokia Bell Labs, positioned Nokia at the forefront of 6G development, advanced digital and security transformations, and drove the company’s innovation strategy execution.
Justin Hotard commended Batra’s contributions, adding, “I would like to thank Nishant for his contribution to Nokia over the past five years. He led a transformation of Nokia Bell Labs, helped to position Nokia at the forefront of 6G, accelerated our digital and security transformation, and led the execution of our innovation strategy.”
