Hong Kong Set to Lead in Empowering Mediation with Inclusive Technology
Hong Kong, July 6, 2025 — The Hong Kong Special Administrative Region (HKSAR) is positioning itself at the forefront of the evolving landscape of dispute resolution by harnessing inclusive technology and artificial intelligence (AI) to empower mediation processes. This commitment was underlined by HKSAR Chief Executive John Lee during his keynote address at the annual Colloquium on International Law held in Hong Kong on Friday.
Advancing Legal Technology in Mediation
In his speech, Chief Executive Lee emphasized the HKSAR government’s active efforts to develop legal technology, particularly focusing on online dispute resolution platforms enhanced by AI capabilities. These technological advancements are designed to offer more accessible, efficient, and transparent mechanisms for resolving conflicts, both locally and internationally.
Lee also highlighted the role of the International Organization for Mediation (IOMed), which is headquartered in Hong Kong. The organization serves as a key institution committed to resolving international disputes grounded in principles of mutual respect and understanding among nations. The presence of IOMed in Hong Kong strengthens the city’s strategic position as a hub for peaceful dispute resolution.
Leveraging Hong Kong’s Unique Advantages
Cui Jianchun, Commissioner of the Ministry of Foreign Affairs in the HKSAR, pointed out that Hong Kong’s unique advantages under the “one country, two systems” policy provide it with an edge in playing a constructive role on the global stage. These advantages include an internationally aligned financial and legal system and a highly specialized workforce skilled in navigating complex legal and technological landscapes.
These attributes position Hong Kong as a key contributor to shaping global discussions on AI-related ethical norms, regulatory frameworks, and legal practices. As artificial intelligence continues to transform facets of the legal field, Hong Kong is preparing to engage substantively in setting standards and promoting responsible AI deployment.
Inclusive Multilateralism Through Innovative Mediation Technology
Kamalinne Pinitpuvadol, Secretary-General of the Asian-African Legal Consultative Organization, praised the emergence of IOMed as a new pillar in peaceful dispute resolution. He characterized the organization as pioneering a model of inclusive multilateralism that balances diverse interests through innovative use of technology.
Specifically, IOMed is leveraging multilingual AI systems and real-time collaborative platforms to make mediation more inclusive and effective. These technologies facilitate communication across language barriers and geographic boundaries, allowing a broader array of voices to participate in dispute resolution processes.
International Engagement on Technology and Law
The annual Colloquium on International Law convened legal experts, government officials, and institutional leaders from around the world to mark the United Nations’ 80th anniversary and to explore the significant influence of technology—especially AI—on international law and global governance.
Hong Kong’s role as the host city and the presence of IOMed underscore the SAR’s growing influence in mediating complex international disputes and advancing the intersection of law and technology. This initiative reflects Hong Kong’s ambition to be a global leader in fostering rule-based order through innovative and inclusive legal solutions.
