China to Contribute More Wisdom and Technology to Global High-Speed Rail Development: Vice Premier Zhang Guoqing
Beijing, July 8, 2025 (Xinhua) – Chinese Vice Premier Zhang Guoqing, also a member of the Political Bureau of the Communist Party of China Central Committee, declared on Tuesday that China is committed to sharing its expertise, technology, and solutions to advance global high-speed rail development. He emphasized the importance of collaboration based on the principles of extensive consultation, joint contributions, and shared benefits.
Vice Premier Zhang made these remarks during the opening ceremony of the 12th UIC World Congress on High-Speed Rail held in Beijing, which draws participation from over 2,000 delegates representing more than 60 countries, regions, and international organizations.
China’s Leading Role in High-Speed Rail Innovation
Highlighting China’s achievements, Zhang pointed out that through innovation-driven development, China has constructed the world’s largest high-speed railway network. The country has emerged as a global leader in high-speed rail technology, which has greatly enhanced travel convenience, bolstered regional connectivity, and fostered balanced economic and social growth domestically.
“We aim to leverage our experience and technical know-how to benefit international partners,” Zhang stated. “China is eager to deepen cooperation with other nations by advancing bilateral and multilateral railway partnerships.”
Enhancing Connectivity and Cooperation
Zhang underscored the dual approach to connectivity that China envisions: both "hard connectivity," which involves the physical infrastructure like rail lines and stations, and "soft connectivity," which pertains to aligning rules, standards, and regulatory frameworks.
Furthermore, he stressed the significance of strengthening technology sharing and collaborative innovation. China is prepared to share its experience in the construction and operation of high-speed rail systems and to join hands with global partners in fostering the adoption of cutting-edge technologies in this sector.
Commitment to Livelihood and Economic Growth
In addition to large infrastructure projects, Zhang encouraged efforts to coordinate the implementation of "small yet beautiful" livelihood initiatives. These projects aim to effectively support economic growth and improve the quality of life for communities by addressing practical and localized needs.
The 12th UIC World Congress on High-Speed Rail
Hosted jointly by China State Railway Group Co., Ltd. and the International Union of Railways (UIC), the congress has become a prestigious platform for showcasing global achievements in high-speed rail, exchanging technological insights, and promoting international industrial cooperation.
A concurrent exhibition highlights modern railway technology and equipment, featuring 30 advanced trains and locomotives. Noteworthy among them is the prototype of China’s CR450 electrical multiple unit, recognized as the world’s fastest high-speed train. It has demonstrated test speeds up to 450 km/h and operates commercially at speeds of 400 km/h.
The UIC World Congress on High-Speed Rail, initiated in 1992, is held every two to three years and continues to influence the future of international rail transport.
