Kazakhstan and China Collaborate to Launch Smart Water Technology Plant in Taraz

Astana, December 16, 2025 — A new high-tech facility dedicated to smart water management and irrigation systems is set to be established in Taraz, Kazakhstan, following a recent cooperation agreement between the Kazakh Ministry of Water Resources and Irrigation and a consortium of Chinese companies. The agreement was signed by Minister Nurzhan Nurzhigitov and Yellow River Engineering Consulting’s Director and Chief Economist Yin Dewen, as confirmed by the ministry’s press service on December 15. This pioneering enterprise will focus on the production of a broad spectrum of digital and automated water management technologies. Key products will include smart monitoring tools, sensors for measuring water levels and quality, advanced dispatching platforms for irrigation networks, and early-warning systems designed to detect floods and other emergency situations.

The initiative aims to localize widely used water management technologies from China, enabling knowledge transfer and fostering the adoption of cutting-edge water management standards within Kazakhstan. The facility will not only serve as a manufacturing hub but will also operate as an integrated center offering specialist training and professional development programs. It will focus on tailoring digital water solutions to meet the unique climatic and hydrological conditions of Kazakhstan.

Minister Nurzhan Nurzhigitov stressed the significance of the project for enhancing irrigation network efficiency and reducing water loss, ultimately bolstering Kazakhstan’s long-term water security. He noted, "We agreed to work together in several areas. First and foremost, this is the reconstruction of irrigation systems with mandatory automation and digitalization. The second is personnel training. Over the past two years, we have developed active cooperation with Chinese enterprises.”

The collaboration is expected to yield substantial improvements in water resource management across Kazakhstan, supporting sustainable agriculture and safeguarding water supplies amidst growing environmental challenges.

The new smart water technology plant in Taraz marks a milestone in Kazakhstan-China cooperation, reflecting both countries’ commitment to innovative solutions addressing critical environmental and agricultural needs.
