In a significant move to bolster sustainable investment and food security cooperation, the Governor of Aceh, H. Muzakir Manaf, popularly known as Mualem, signed a Memorandum of Understanding (MoU) between PT Pembangunan Aceh (PEMA), a regional state-owned enterprise, and Zhongke Holdings Green Technology Co., Ltd, a leading technology company from Henan, China.

The signing took place on Monday, 13 October 2025, during the China (Henan)-ASEAN Food and Agricultural Cooperation Development Conference held in Zhengzhou, underscoring the growing partnership between Aceh and international investors from China and ASEAN countries.

Strategic Collaboration for Food Security and Sustainable Development

Governor Mualem highlighted the critical importance of concrete international collaboration in strengthening food resilience and promoting sustainable investment. Addressing the gathering of investors and policymakers, he emphasized that beyond dialogue, the conference served as a catalyst for actionable partnerships that directly contribute to economic growth and technological advancement.

He remarked, “This conference is not just a forum for discussion but a catalyst to take action. Today, we move from dialogue to tangible partnership.”

The MoU focuses on the development of a state-of-the-art poultry and egg industrial park in Aceh, designed with high technological standards and environmentally friendly processes. This project is poised to enhance Aceh’s self-sufficiency in food production while creating modern agricultural employment opportunities for local communities.

“This cooperation is a shining example of mutually beneficial collaboration aimed at boosting productivity, facilitating technology transfer, and expanding Aceh’s economic network on an international scale,” said Mualem.

Showcasing Aceh’s Rich Natural Resources and Investment Potential

Beyond agribusiness, Governor Mualem utilized the platform to showcase Aceh’s abundant natural resource wealth, including gold, copper, iron, and coal deposits. He also invited potential investors to explore opportunities within the province’s robust oil and gas sector, a major pillar of Aceh’s economy.

He underlined the strategic geographic advantage of Aceh, situated along key international shipping lanes and serving as Indonesia’s western gateway. This position provides a prime access point for investors aiming to reach the broader Indonesian and ASEAN markets.

“Kemitraan ini menawarkan gerbang strategis menuju pasar Indonesia dan ASEAN yang lebih luas bagi para mitra dari Tiongkok,” Mualem said, meaning “This partnership offers a strategic gateway to the Indonesian and wider ASEAN markets for our partners from China.”

The Governor assured that the Aceh provincial government is committed to fostering an investment climate characterized by transparency, sustainability, and strong regulatory support, actively backed by the national government.

“Let us continue to build bridges of cooperation, innovation, and friendship for the collective progress of all parties,” Mualem encouraged.

Governor Mualem was accompanied by key officials and business delegates from Aceh, including Rahmadhani from the Investment and One-Stop Integrated Service Agency (DPMPTSP) Aceh, the Governor’s Expert Staff Teuku Irsyadi, PT PEMA’s President Director Mawardi Nur, and Muhammad Iqbal, Chair of Aceh’s Chamber of Commerce and Industry (KADIN).
