Empowering American Innovation: The White House Unveils Plan to Export AI Technology Globally

White House Issues Executive Order to Promote Export of American AI Technology Stack

The White House today announced a new Executive Order aimed at bolstering the development and global export of American artificial intelligence (AI) technologies. Signed by President Donald J. Trump, the order establishes a strategic national effort designed to ensure U.S. leadership in AI innovation while promoting the worldwide adoption of American AI standards and governance.

AI as a Pillar of Future Growth and Security

The order emphasizes AI as a foundational technology that will shape economic growth, national security, and global competitiveness for decades ahead. Recognizing the critical importance of AI dominance, the administration outlined a policy to not only maintain but extend American leadership in AI, while reducing international reliance on AI technologies developed by geopolitical competitors.

Creation of the American AI Exports Program

Central to the Executive Order is the establishment of the American AI Exports Program, to be implemented by the Department of Commerce in collaboration with the Departments of State, Defense, Energy, and the Office of Science and Technology Policy (OSTP). Within 90 days, the Department of Commerce is directed to solicit proposals from industry-led consortia for inclusion in the program.

Proposals must present comprehensive “full-stack” AI technology packages that incorporate:

  • AI-optimized hardware such as chips, servers, and accelerators, including information on manufacturing origins.

  • Data pipelines and labeling systems.

  • AI models and systems.

  • Security measures protecting AI technologies.

  • AI applications tailored for sectors like software engineering, healthcare, education, agriculture, and transportation.

Additionally, proposals must specify target export regions, provide business and operational models, outline requested federal support, and comply fully with U.S. export controls and related regulations.

Federal Support and Coordination

The Executive Order empowers the Economic Diplomacy Action Group (EDAG), chaired by the Secretary of State, to coordinate federal financing tools and diplomatic efforts that support priority AI export packages. These tools include direct loans, loan guarantees, equity investments, political risk insurance, and technical assistance aimed at accelerating the deployment of American AI technologies abroad.

The Secretary of State is tasked with crafting a unified federal strategy that aligns technical, financial, and diplomatic resources, supports partner countries in developing innovation-friendly regulatory environments, and addresses market access challenges impacting U.S. AI competitiveness.

The initiative also emphasizes collaboration with the Small Business Administration to encourage investment in U.S. companies developing AI infrastructure and technologies.

Maintaining Legal and Administrative Boundaries

The order clarifies that it does not infringe upon the statutory authorities of executive agencies or the functions of the Office of Management and Budget. Implementation will adhere to existing laws and available funding appropriations. It also specifies that the order does not create enforceable rights against the United States or its entities.
